Indonesia Renewable Energy Program (MENTARI)

Menuju Transisi Energi Rendah (MENTARI) represents a UK-Indonesia Low Carbon Energy Partnership. By working closely with the Government of Indonesia (GOI) and other stakeholders to improve the enabling environment and drive investment, MENTARI aims to demonstrate the possibilities of low carbon energy for Indonesia’s economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts. MENTARI is delivered across the following four interlinked strands: 1) policy, 2) brokerage, 3) demonstration projects, and 4) collaborating and networking. Together, the strand activities aim to improve the policy (and business) environment to accelerate renewable energy uptake, improve access to reliable and affordable energy in eastern Indonesia, improve the productive use of energy, and support economic development.

• Castlerock has principal delivery responsibility for the Policy Strand of the program which has drafted reports on RE Quota System, Off-grid Business Models, Diesel Replacement Program Solar PV PPA and New Paradigm Paper for PLN to address on-grid policy and regulatory gaps.
• Castlerock leads the Brokerage Strand, which aims to facilitate investment in specific renewable energy projects by working with lenders and investors to identify and appraise projects, and developers to prepare projects and secure financing.
• Castlerock has led MENTARI’s technical planning assistance to PLN for Diesel Replacement and is developing PLN internal impact reporting guidelines for its first ever Green Bond issuance.
