Design of ICCT Transformation Fund (Climate Partnership Fund)

The Indonesia Climate Change Trust Fund (ICCTF) was created by the Government of Indonesia (GOI) to be a catalyst in facilitating national and international funding and to implement a wide range of climate change mitigation and adaptation programs.

As the importance of private sector participation in financing climate change activities is growing, this study assesses Public Private Partnership (PPP) as one of area where ICCTF could play a role to leverage private funding for climate change activities. It defined the concept of “Green PPP” and proposes a programmatic approach in developing green PPP from the existing proposed Nationally Appropriate Mitigation Actions (NAMAs.) The study also evaluated possible roles for ICCTF in providing support to foster Green PPP into a sustainable business model. Castlerock’s role included:

  • Defining Green PPP and identify the programmatic approach (green PPP sectors)
  • Identifying the role of ICCTF in providing support to foster Green PPP into a sustainable business model
  • Reviewing existing regulations on any incentives and other mechanisms that provides support on low carbon development such as renewable energy and energy efficiency projects.
  • Defining the role and service of ICCTF in order to provide leverage for Green PPP implementation. Based on the identified Green PPP projects the expected risks of the potential Green PPP projects are reviewed, risks mitigation activities are proposed that could suit ICCTF role.
