Consulting Services as Independent Verification Agent for Sustainable and Reliable Energy Access Program (SREAP) – Western and Central Java (KfW SREAP RBL)

Castlerock serves as Independent Verification Agent (IVA) to verify the DLIs and help PLN to establish an approach and verification. Furthermore, Castlerock will verify the evidence for achievement of DLIs and Program Actions provided by PLN and submit its independent report to KfW and PLN. Castlerock shall verify results through several means, which shall inter alia include a financial audit, procedural verification, and physical inspection to test the accuracy and quality of results reported by PLN.

Within the framework of the verification of the Program Actions, the Castlerock shall furthermore provide recommendations to PLN and KfW on enhancements to managing performance of the transmission and distribution programs in Western and Central Java.

During all Program implementation years, ADB and KfW are assumed to be commonly
participating in the RBL, therefore a joint report for ADB and KfW will be developed, however separate chapters need to address the specific requirements of each of the financial institutions.
