Supporting Formulation of Long and Medium Term Development Plan and Priority Investment for Energy Sector
As part of a team, Castlerock Consulting is supporting Bappenas in ADB funded assignment covering (1) the evaluation of key energy-related directions, pillars, and indicators of existing Long Term National Development Plan (RPJPN) 2005-2025 (RPJPN05) and Medium Term National Development Plan (RPJMN) 2020-2024 (RPJMN20) and (2) the identification of energy sector related directions, pillars and indicators to inform the RPJPN25 and RPJMN25 – drawing on energy sector modeling, Net Zero Emission (NZE) strategies and targets and based on an analysis of the existing pillars for energy-related development directions of RPJPN05 and evaluation indicators for the energy-related actions under the RPJMN suggest a revised set of progress indicators. focus on the following areas: (i) the electricity sector, (ii) the energy transition, (iii) coal-fired power plant retirement/repurposing strategy and the just transition for all, (iv) scaling-up renewable energy provision and the identification of financial mechanisms to support renewable energy development, (v) distributed energy generation, (vi) energy efficiency measures to limit energy consumption and emission increases, (vii) sustainable energy pricing and financing which allow private participation, (viii) efficient governance, (ix) the identification of technological and regulatory innovation, and (x) indicative funding/financing impact analysis.
