Sustainable Infrastructure Assistance Program – Indonesia Energy Sector Assessment and Priorities 2020–2024

Under this 2018-2019 ADB  assignment, Castlerock prepared  an Energy Sector Assessment and Priorities “white paper” to serve as Bappenas’ background reference paper for the energy sections of Indonesia’s Medium-Term Development Plan 2020-2024. The project covered all segments of the energy value chain, from primary energy production to transformation and end-use. It covers primary energy, energy transformation (both fossil fuels and electricity), as well as end-use policies. 

The work entailed review of existing conditions in each area, performance to date against targets, identification of key challenges, formulation of strategies and policies options to address these challenges, economic and fiscal analysis of the proposed policies, and identification of associated priority investment projects.
