Supporting Sustainable and Efficient Energy Policies and Investments in Indonesia (SSEEPI)

Under ADB TA 9777-INO from 2020 until 2022, Castlerock provided the Team Leader for the assignment and was responsible for overall delivery of the project. He provided technical inputs for the PBL component, particularly related to the presidential regulation on renewable energy, led the design and implementation of the solar park component, and prepared the PLN restructuring plan.

• Delivered Final Report Policy Based Loan consisting of policy recommendations for tariff adjustment and recommendations/analysis of private operator.
• Prepared a series of five papers on the restructuring of PLN, as follows (1) Challenges in the Indonesian Power Sector, (2) Electric Utility Restructuring Experience in Selected Countries, (3) Restructuring Options for PLN, (4) A Future Structure for PLN and (5) a PLN Restructuring Road Map.
• Following release of RUPTL, establishing a conceptual framework and associated road map for Indonesia’s first solar park.
