Baseline Study for Energy and Environmental Partnership Indonesia

The Energy and Environment Partnership with Indonesia Programme (EEP Indonesia) was funded over 2011-2012  by the Ministry for Foreign Affairs of Finland (MFA) and implemented in cooperation with the Directorate General of New Renewable Energy and Energy Conservation of the Ministry of Energy and Mineral Resources of Indonesia. It aims at supporting wider provision and use of renewable energy and combating climate change.

The objectives of this consulting services were (i) to increase stakeholder awareness of both barriers and opportunities related to renewable energy production and consumption in the Provinces of Riau and Central Kalimantan and to facilitate appropriate implementation of EEP Indonesia in these two target provinces of the programme; and (ii) to increase stakeholder awareness of availability of emission reduction and carbon market related support and benefits to renewable energy development in the Provinces of Riau and Central Kalimantan, and to contribute to the definition of the baseline for the carbon balance of renewable energy projects in these EEP Indonesia target provinces.  

The services performed for  Baseline Study I included the following:

• Conducting a desk review and preliminary analysis on renewable energy potential and existing renewable energy activities, policy, institutional and financial barriers in Riau and Central Kalimantan. 
• Conducting field visits to gather the data at the targeted area  such as update on existing renewable energy initiatives, the potential bio-energy from plantation and agro industry, and to gather information on  local permits/regulations issued by the local government for development of RE projects, as well as to  understand better the barriers in terms of policy/regulatory, institutional and financial barriers in the EEP target regions (Riau and Central Kalimantan)
• Conducting further analysis to finalize the baseline analysis in renewable energy potential and bio-energy production and consumption in Riau and Central Kalimantan provinces; Identified policy,  institutional, and financial barriers in development of RE activities, particularly on bio-energy;  and Development of training needs assessment which could further be elaborated as training and capacity building design in the later stage of EEP Indonesia with the particular focus on building the capacity of local officials in the targeted locations of EEP. This entailed conducting and documenting a “gap analysis” that specified areas of weakness between the skills and knowledge the government official need for their obligations, and their current skill and knowledge level. This work highlighted the particular skills and knowledge transfer that the training program needs to target.

The service performed for  Baseline Study II were as follows:

• Desk review on secondary data from literatures is conducted to get a preliminary analysis on updated carbon market mechanism or greenhouse gas mitigation mechanism that could be accessed by renewable  production and utilisation, with particular focus on bioenergy
• Field visits conducted to get further data on the RE potential and activity related to carbon balance and REDD During the field visit, meetings will be conducted with the institutions listed in Task I.3 with additional institution related to REDD activities, such as local NGOs or private companies actively involved in REDD activities. 
• The analysis and findings based on desk review and field visit were focused to identify the potential renewable energy, particularly bio-energy, projects that could contribute to a future carbon market/GHG mitigation scheme; and identify suitable methodologies for definition of baselines of and effects on the carbon balance of the EEP Indonesia supported renewable energy projects.
