ADB Independent Verification Agent for Sustainable Energy Access in Eastern Indonesia – Electricity Grid Development Program for Sumatra

IVA conducted verification of PLN’s DLIs, non-DLIs and program action plan of ADB RBL/World Bank Pfor R through document checks, interview, and physical inspection. Examples of The DLIs are: numbers of new customers connected, increased sales in Gwh, extension of transmission network re-conductored, additional numbers of distribution transformers and additional length of distribution networks. Non-DLIs verified by IVA includes number of technical complaints, timely completion of distribution contracts and numbers of staff with competency certifications. In verifying PAP, IVA evaluates progress of the program action plan conducted by PLN against the PAP progress stated in the PLN quarterly/Annual report. Key measures required by PLN in PAP is to strengthen contract implementation process, improve implementation of environmental and social safeguards, and strengthen the M&E system on technical performance as well as in finance and budgeting.
